The American-Patiscan businessman Shahid Khan is close to buying the iconic stadium for 600 million pounds until he confirms he is in talks from February 2017.
The FA board, consisting of 10 persons, will now decide the final answer.
If the board decides to do so, the proposal will be submitted to the 127-member UN Council for approval next month.
