Publicist and journalist Veton Surroi says the tendency of Kosovo's president to submit Serbia's request for the capture of the Presevo Valley constitutes serious violations of the Kosovo Constitution.
So writes Surroi on a Facebook status:
The Kosovo president's statement that he will submit the request to the president of Serbia that the Presevo Valley join Kosovo could be considered a useful trick in domestic politics, but constitutes serious violations of the Kosovo Constitution.
Article 3 of the Constitution of the Republic of Kosovo says: The Republic of Kosovo has no territorial claims on any state or part of any state and will not seek to join any state or part of any state.
The president's statements, in international law, can separately withdraw the state obligation. Consequently, this Kosovo's declaration of the Presevo Valley is described as Kosovo's clear territorial claim to the other state, the Republic of Serbia.
In the international community, there are not few states joined by Russia -- that this act of territorial claim could be interpreted as a threat to Kosovo's peace in the region.
