The first function refers to the response in the form of bars, and it shows the responses drawn to tweets in the message - colored segment. The second function is the status indicator, which informs users whether a person is currently online. This appears in the form of a green point in the user's profile photo.
A status indicator, on pages like Twitter, can often be misused and the reactions of some members of the social network were not positive. Some are concerned about private life and some other problems.
For now, there is no indication that if Twitter is planning more specifically with these functions or simply testing them to see what users think.
Currently, it seems that the message in degree goes well with users, while the status index is not accepted.
