The US imposed sanctions on the Chinese military over the purchase of Russian military aircraft and surface missiles in the air.
He says such purchases conflict with US sanctions on Moscow, presented on Russian actions in Ukraine and the alleged intervention in American politics.
China recently bought 10 Sukhoi Su-35 Russian warplanes and S-400 rockets.
Beijing has not joined sanctions imposed on Moscow by the US and its Western allies since 2014.
Relations between the United States and Russia deteriorated rapidly after Moscow annexed Crime from Ukraine in 2014.
