According to Ahmeti, the president is authorised to sign international agreements, but not of this nature, as described in the correspondence between him and Moghrin, because the Constitution has established the constitution for the kind of agreements that are ratified by 2/3 of all Parliament deputies.
The “in this case is not about the international treaty that comes into force only with the signing of the republic's president, but also needs a collective community, corresponding to 2/3 of all MPs. (2) Basic rights and freedoms;
(3) membership of the Republic of Kosovo in international organisations;
(4) Taking over financial obligations from the Republic of Kosovo”, he has added.
