The newspaper “Voice” has managed to secure a report drafted by six Serbian experts and supported by the Open Society Foundation in Belgrade, in which scenarios for exchange of territories between Kosovo and Serbia are presented.
This report details the economic, demographic and social effects and various ideas for normalisation of reports between the two countries. It is suggested that Kosovo take only Presevo, while Serbia is represented by the country's four northern municipalities, with which the benefits from this 2.7 billion-euro scenario for the neighbouring state are mentioned.
Serbia and Kosovo can reach agreements on the exchange of territories, where Kosovo can only get the Presevo municipality without Bujancin and without Medvedja, while four northern municipalities (Leposaviqi, Zvecani, Zubin Potoku and Northern Mitrovica) would join the neighbouring state.
So they recommend six Serbian experts through a report entitled “Economic Effects, demographics and social situations and various scenarios for normalising reports between Belgrade and Pristina”, published in April 2018 and supported by the Open Society Foundation in Belgrade, which has managed to provide the paper “Sound”.
The 90-page report prepared by the authors: Miladin Kovacevic, Dusan Gavrliovic, Dragan Popovic, Milena B. Stevovic, Ljiljana Sekuliq and Katarina Stanciq, which is owned by “Zer”, spells out two scenarios for normalisation of relations: normalisation of reports between Belgrade and Pristina, including the scenario for exchange of territories, and the text without exchange of territories, but with the implementation of the 2013 Brussels Agreement and the script of Status Quo, which implies the abnormalisation of reports between the two countries.
Days ago, Albanian politicians in the Presevo Valley have been alarmed that President Hashim Thaci, who is openly talking about the congregation of the Presevo Valley, dare not reach parliamentary agreement on the Valley, which implies the possibility that Presevo to join Kosovo as the report recommends, while Bujanci and Medveja remain Serbia, since, according to him, this would cause humanitarian tragedy.
Serbian President Aleksandar Vuciq, and Deputy Prime Minister Ivica Dacic are speaking out about resolving the issue of borders between Albanians and Serbs.
However, it has been German Chancellor Angela Merkel, who during a meeting days ago with Bosnia and Herzegovina Council of Ministers Chairman Denis Zvizdzic, has declared there is no change of borders in the Balkans.
