Qatar has accused Saudi Arabia of banning its citizens from carrying out Hadzi this year.

About 1,000 and 200 Qatar citizens are allowed to attend pilgrimage within a quota system, but officials from Qatar say it has become impossible to register for this year.
Saudi Arabia, along with the United Arab Emirates, Bahrain and Egypt, cut off relations with Qatar in June 2017, bringing this country into a land, sea and air blockade.
Qatar citizens are also barred from entering these states, but Riyadh is said to have made an exception for Haxhi.
In June, the Saudi Arabia Ministry for Haxhi announced the opening of a website through which people from Qatar could register for pilgrimage in 2018. However, those in Qatar say the census was impossible.
Abdullah al-Kaabi of Qatar's National Committee for Human Rights said Saudi Arabia had closed the system used by travel agencies to get permission.
“There is no chance this year for citizens and residents of Qatar to travel to Haxhi”, he told Reuters news agency.
