French Interior Minister Gerard Collomb said the person who killed his mother and sister had “serious psychiatric problems”.
He said the attack is not being treated as a terrorist act, despite the Islamic State group's claim.
Minister Collob said the injured person who is also a woman was not a member of the attacker's family.
