Association station ready for discussions in Brussels

But, Arifi says this management team, under an earlier agreement in Brussels, has a full privacy at work, so the Government of Kosovo has also been deprived of access to more information.
The manager's “Ekipi, which has been assigned to start drafting the statute, has had an independence, which actually the authors of the deal in 2014 or 2015, have given so much freedom that they were not actually obliged to provide information”, Arifi said.

The management team, which is designed to draft the Association of Serb-run municipalities statute, consists of only members of the Serb community. This team has started working since April of this year.
Meanwhile, representatives of the management team, following a meeting they have held Wednesday with OSCE mission chief Jan Braahu in Kosovo, have declared they are willing to present the draft to high political institutions in Brussels.
Meanwhile, Minister of Government Management Local in the Government of Kosovo Ivan Todosojevic declared days ago that despite what they say in Prime Minister Ramush Haradinaj's cabinet that they have no information, it has been repeatedly reported on the process in Government.

The establishment of the Association or Community of Serb-run municipalities is the product of Brussels' agreements, reached within the dialogue between Pristina and Belgrade with the ease of the European Union.
With the draft of the Serb majority municipality Association statute, according to Arifi, the Kosovo and Serbian sides should be reconciled, as well as the other groups that are meant for the Brussels agreement.
Draft-state for Association, Arifi adds, will be a public document where space will be created for both civil society and citizens to express themselves about the content and performance of Association approval.
Also, he underlines, the statute for Association of Serb majority municipalities will then be sent to the Constitutional Court for interpretation.
There are several procedures until sending to the Constitutional Court. The first procedure is to go to Brussels. We will talk, but it is part of the Brussels agreement that both the draft of the statute and the decree of the statute be sent to the Constitutional Court and see whether it is in harmony with the Constitution of the Republic of Kosovo, and that in any way will happen when the time of” comes, Arifi adds.
Forming the Association of Serbian municipalities from official Belgrade and representatives of Kosovo Serbs is seen as the key issue in talks between Pristina and Belgrade in Brussels.
Meanwhile, Kosovo institutions are insisting on implementing all achieved agreements, which, according to Pristina, have been blocked by Belgrade.
First of all, energy deals are cited -- the one for the opening of the bridge over the Iber River, the return of cadastral documents, recognition of diplomas, and allowing the operation of rented facilities in the north.
The Serbian side, on the other hand, insists on the quick formation of the Association/United Serb-run municipalities.
