Artan Murati, analyst from the Kosovo Democratic Institute, told Radio Free Europe, that shortcomings and non-responsive debates have caused so much delay in adopting many pending laws.
“in 2018 26 laws have been adopted in all, 48 have been prosecuted under parliamentary commissions, while another 62 in the legislative agenda are expected to come to the Assembly. Some of these laws may be sent to the Assembly this month, but most of them are expected to come to the autumn session from September onward. In general, the Assembly is lagging behind and there are no dynamics in adopting the” laws, Murati said.
Even Kosovo Parliament deputies say that at this slow pace of work in the Assembly, the pre-term deadlines for adopting laws during this session will not be achieved, respectively, before summer holidays.
Vetevendosje Movement MP Albulen Haxhiu, chairman of the Commission for Legislation, stresses there are few sessions and has completely lost the way the Assembly was organized. According to her, the biggest obstacle to adopting laws is the way sessions are organised.
“has a major problem organizing the work of the Parliament and a major responsibility in this direction. The primary responsibility lies with the Speaker of the Assembly. However, under the commission, we for each bill are working with high intensity and professionally are interfering to”, Haxhiu said.
She also said that a considerable part of the laws which are being adopted are being prosecuted without proper treatment.
The government is irresponsible and, of course, it seems, even the Parliament is dysfunctional. It is true that there are many bills that are on the parliamentary commissions, but what we stress is that it is not only important to accelerate voting procedures, but that the content should be considered, precisely considering the fact that many laws of this government are made in the worst possible possible way”, Haxhiu said.
Meanwhile, Artan Murati, from KDI, says there has been a continuing lack of awareness of the deputies for the work they must do. According to him, MPs are not fulfilling their positions.
The largest bar is exactly citizens because it is a considerable number of laws under consideration and cannot be adopted. Then, another significant number of laws now and how long they are brought to the government and the assembly that have not yet been adopted, concrete cases are taking the draft law on the Government of the Republic of Kosovo, which is a law spoken of by 2011, but has not yet been formally brought to the UN”, Murati said.
Kosovo's decision since the start of its dedication has conveyed numerous procrastinations and break-ups from early work.
Procedure of laws by the Government in the Parliament and their adoption, according to nongovernmental organisations, does not guarantee the implementation of those laws.
