Moghrin's office requires real and applicable Kosovo- Serbia

The US ambassador said he was misinterpreted when he did not want to talk about partitioning Kosovo, yet his reluctance to say firmly that partition is not an option in dialogue between Kosovo and Serbia has fluctuated everyone's comfort. It is quite unclear how internationals stand on this topic and from Brussels say it is Kosovo and Serbia who determine what agreement they will reach.

Ambassador Greg Delawi's refusal to report on the possibility of a Northern division discussed in Brussels was enough to restore uncertainty in Kosovo.

The possibility that this is compromise for reconciliation Serbia has prompted reactions in the country.

In the question of whether the issue of division might be on the table, the Office of High Representative, Federica Moghrin, has avoided direct response.

Brussels leaves it open and completely in the hands of the two negotiating parties discussing the difference of territory and other topics.

Moghrin Office spokeswoman Maja Kocijancic has said the solution between Kosovo and Serbia will be real, applicable and in line with the International Law. As for the split, Kocijancic says Kosovo and Serbia define the common language themselves to achieve reconciliation.

The EU facilitated dialogue aims to promote long-term co-operation between the two sides, to help them achieve progress on the road to Europe, and to improve the lives of its citizens. The long-term solution implies that the solution must be real, applicable and sustainable under international law. The sides are determining the common language for bilateral reconciliation”, Kocijancic told Gazeta Express.

President Hashim Thaci the last time he left his meeting with Serbian President Aleksandar Vucicin said it was the hardest conversation they had in six years.

Moghrin's office says the two presidents had productive conversations in June, while at the last meeting they decided not to push that next one too far.

“During the discussion conducted by the High Representative on 24 June 2018, President Thaci and Vuciq have had an intensive and productive discussion on frames of an agreement to normalise reports. They agreed to intensify the work the following weeks. The last meeting, which the high representative hosted on July 18th, the two presidents reviewed the progress achieved and agreed to re-negotiate in early September”.

On the subject of the change of territories most viewed as the division of the northern part of Kosovo as compromise. It was talked about secret meetings between Thaci and Vuciqi, but the topic was closed because internationals were providing guarantees that borders in the Balkans could not be changed.

In February of this year, the American Embassy had said they did not support the idea of exchanging territories.

“We do not support the exchange of land or the setting of precedents that would cause more problems than they would choose, but all sides should be creative to find a” solution, the American Embassy said in February of this year.

The American ambassador on Thursday in a television show did not prefer to speak if partitioning would be one of the topics discussed in Brussels, and that silence prompted reactions.

On the other hand, Delawi clarified himself, saying his statement was misinterpreted.

I'm saying: I'm not going to talk about what an element of the final deal might be. I won't talk about who I think would have to lead this discussion in Brussels. I'm not going to talk about the things or the details in which this should happen or the shape of the table. And especially, if we precede the discussion that should really happen here and that there should be greater participation by Kosovo political parties. Everyone should come into the game and talk about these things”, said the Delawies clarification.
