He has said dialogue should be led by the Parliament and the Government, and that Kosovo's president has no constitutional competencies to do so.
“Dialog must be guided by the Parliament and the Government. The president has constitutional competencies to lead this process. It's not his constitutional competence. If it were his constitutional right, he would have carried out the dialogue thus far”, he stressed in T7.
Hoti further added that for talks “a platform that gets 2/3 of deputies establishing principles and then the prime minister heads the” process
He has said the red lines of this process are the protection of territorial integrity and unitary character of the state.
