Government Report for Talks with Serbia 38 Pages for Success and Challenges

The Kosovo government has prepared a report about agreements reached over the years in talks with Serbia, the first of its kind since talks have begun.

The 38-page report, which will be sent to MPs, has listed all the agreements reached, their history, implementation so far, revealed problems and challenges that each agreement presents separately.

In separate parts, the report talks about the Association of Communities of Serbian Majority, Justice, Police, Customs, Regional Co-operation, the Bridge on Iber, the recognition of diplomas, the Energy Agreement, and many other issues.

As far as the Energy Agreement is concerned, the report finds that “no progress has been noted in the implementation of this agreement and “Agreement on Key COST- ENTSO-E”

Also in terms of free movement on the bridge to Mitrovica, the report stresses that “, although nearly three years have passed after reaching this agreement, its full implementation has not yet begun and there is still no freedom of movement on the” bridge.

Also in the before Justice deal, the big challenge is the fact that Serbia stamps documents with the inscription: The Republic of Serbia -- Kosovo and Metohija -- under UN administration and Resolution 1244”.

This stamp is placed in the original documents of Kosovo courts and other bodies. The government has expressed its concerns about the seals, yet Serbian authorities continue to place these stamps on such documents”.

As far as the Civil Protection and Inquiring Serbs into Kosovo's organs are concerned, the government emphasises that it has taken measures to integrate Serb civilian defence members into Kosovo institutions, as well as to provide needed resources and training”.

But that has shown insufficient, because despite 483 integrated persons have contracts with Kosovo institutions, in practice they do not exercise their positions in accordance with the country's laws.

The report also mentions that the free subx0 trade between the two sides has been enabled through mutual recognition of customs seals in 2011”.

The agreement envisioned free bilateral trade and the end of Serbia's embargo on Kosovo exports.

But, Serbia violates the agreement, still using parallel customs seals (Serbian customs devices with the appointments of Kosovo cities).

The report generally tries to show that the agreements reached in Brussels between Kosovo and Serbia, the state of Kosovo has respected them, but that Serbia has not respected the agreements.

This report will be handed over to Kosovo Assembly deputies for discussion.

Such a report summing up agreements reached between Kosovo and Serbia and an assessment of what has been achieved so far have long sought by many opposition MPs.

Now one will be ahead of them and will be able to discuss future agreements, achievements, impasses and challenges more specifically and clearly. /Klan Kosova
