This annex has entered into force since the signing day.

The paper has tried to contact former Infrastructure Minister Lutfi Zharku to learn more about this agreement, but the latter has not responded.

1.1 extension of meeting payment deadline

This does not necessarily represent the contractual rights of contractors stemming from the duration of time, but nevertheless represents a sum that the contractor considers less than its real amount and is accepted as good will and in pursuit of the project's successful execution to avoid suspicion.
This amount of atonement does not specify a reference for future contractor claims, which may arise and be contracted, and is entitled to the contract that will be made in line with the actual contract spending.
However, the blame for the loss of 53m euros is not being accepted by any Minister of Infrastructure.
The current Minister of Infrastructure, Pal Lekay has blamed the loss of 53 million at former Infrastructure Minister Lutfi Zharku. Because, according to Zharku, he was able to carry out financial obligations to Bechtel-Enka company while they were at lower value.
