The newspaper Fokus, has secured this document, figuring out the staggering numbers of reasoning that the American-Turkish company has made “Bechtel&Enka” to raise the check to 53.4m euros.
All of this, on behalf of the state's neglect to share enough budgets for the construction of the <x0->Arba Xhaferi”, under agreement with the labour company.
The Kosovo government and the US-Turkish consortium “Bechtel-Enka”, in 2014, agreed to build Elez's 599.9m euros for three years.
Works were scheduled to end on January 20, 2018. However, due to payment delays, the government demanded that the deadline be extended another year, exactly to 31.12.2018.
As a result of these delays, “Bechtel-Enka” at the end of November 2017 handed over a document to the Ministry of Infrastructure with a claim of 63m euros, which very much after the negotiations dropped to 53.4m euros.
The company based the claim on the extension of the work schedule required by the Kosovo government itself.
So for the payment and maintenance of the management personnel needed for managing the “Bechtel” project required 14.1m euros for equipment that would have to be used during this period required 30.8m euros, while another 8.5m euros for disruptions caused during 2014-2017.
The newspaper Fokus has found that according to this report, in 2014 70m euros have been paid, but only 55.4m euros have been paid. In 2015 it had to be paid 220m euros, paid 112.1m euros, while in 2016, out of 205m euros in contract, only 155.9m euros were paid.
