Pristina municipality wrongly paid 1.5m euros for goods and services

The Pristina municipality has wrongly paid a total of about 1.5m euros billed for goods and services. So says at least the assemblywoman of the Democratic League of Kosovo in Pristina's Municipal Assembly, Fiknet Bata.

Given the Auditor's findings for the Pristina municipality in 2017, the municipality led by Shpend Ahmeti has wrongly paid 1m 557m and 267 euros in capital investments category for goods and services.

This report reportedly found that for goods and services (for maintenance of green spaces, deinsecting objects, heating and similar oil, as well as payment executed by the treasury for various operational expenditures) have been paid incorrectly by the capital investment category.

Their total value is 1,823,140, where 1,571,267 had also been wrongly budgeted”, the report said.

This report highlights these conclusions:

1. The issue's emphasis reflects weaknesses in controls to confirm the fair rate of spending.
   2. Planning and realising the budget, capital projects remain the main challenge for the municipality. They had realised only 57% of the budget in this category.
   3. While in some areas internal controls were effective, shortcomings have been observed in some important financial systems, such as incomes, expenses, and cashable accounts.
   4. The answer to the preceding year's recommendations is not being addressed as required for the development and improvement of the organization.
