The National Auditing Office has published the report for “Financial Management and Public Debt Control for the 2009-2017x1>. Kosovo's state agreement with Unired Austria Bank has also been included in this report to finance the purchase of an Angiography device. The 2m-600-euro deal was signed in October 2015, while ratified by the Assembly on August 4, 2016.
In November of this year, 2,110,000 euros have been paid for Angiography, but this device has not yet been brought to the CKKK's Cardiodrogy Clinic. This is because the space in which the device is set has not yet been adapted. These works contracted by the Health Ministry have dragged on for more than two years now. Let alone that angiograph has not yet arrived, but it has been paid nearly half a million euros more than the real price, writes Schneta newspaper.
Besides, the deal was 490,000 euros higher than the purchase price for this device. This value was designed for conspiracy after the device was adopted. This had caused additional expenses such as management fee10 for 2,450 euros, as well as the pledge fee worth 1,336 euros due to the delay in attracting means for this deal”, the ZKA report said.
The audit office further stresses that in the absence of this device, the MSH costs approximately 5m euros to treating patients outside public health institutions. The fact that more than a year ago paid equipment has not yet been prepared for their” setting.
The angiograph was also pledged by current Health Minister Ismaili Bridge. He had declared on February 8th in the Kosovo assembly that this device will come to Kosovo within three months. But it's been almost six months since this statement and nothing happened.
This shows a poor decision-making and lack of a detailed analysis of the reason for borrowing. The FAB's failure to adapt space for the Angiography Aparat or drag the project on functioning this device affects the failure to provide health services to citizens and causes significant expenses for the Kosovo budget”, the ZKA finds.
Finally, the Auditor's Office recommends that the minister of finance in co-operation with the MSH minister should address the need for faster supply of equipment and avoid all obstacles in adapting space to deploying equipment and functioning equipment according to required technical standards. /Gazzeta Shneta/
