The National Audition Office (ZKA) found that during the year we left behind the Ministry of Culture, Youth and Sports (MKRS) had engaged 104 people with Special Services Agreements, where 14 of them were taken without recruiting procedures.
Many violations have found the National Audition Office (ZKA) during auditing financial mirrors for 2017. According to the audience, the MKRS during the year engaged 104 people with Special Services Agreement (MSHV). According to the audience, under the Kosovo Civil Service Law these are subject to the Law for Obligations, and a simplified recruiting procedure must be implemented for them.
We have noted that out of 104 those engaged to the MSHV, 14 of them were taken without recruiting procedures. The engagement of workers with the MSHV without adequate recruiting procedures increases the risk of engaging non-competents for respective positions, and this could result in the organisation's failure to achieve its goals. The minister must ensure that employees with contracts for special services engage in recruiting procedures according to legal requirements”, the Auditor's report for MKRS said.
