It should become clear to Serbia that it cannot join the EU without recognising Kosovo and that it cannot prevent Kosovo from becoming a member, if Serbia is initially represented, the American National Committee for Foreign Policy report said.
The advice given on American diplomacy in relation to the Western Balkans also highlights the European Union's incentive to turn dialogue between Kosovo and Serbia into an agenda, as well as the establishment of the Kosovo Army, equipped with light weapons, without allowing itself to Serbia (on this issue).
Titled “Time for Action in the Western Balkans, this 24-page report, which is among the authors of Frank Wisner, once the mediator of American diplomacy in Kosovo's final status talks, mentions the impasse of implementing agreements reached between the two countries as a dangerous indication of a frozen conflict of non-compliance between Kosovo and Serbia.
“NATO must work with the state of Kosovo for the creation of a small, lightly equipped military force with protective features. This process should flow through dialogue between Kosovo and Serbia, but Serbia should not be granted veto sovereignty”, the report said.

It is recommended that the parties return to the table of discussion after they have started implementing the agreements and moving towards normalising the reports, which ultimately means recognising Kosovo from Serbia.
In addition to these dimensions, the special court's functionality and failure to prevent it, while the EU and the US work on reaffirming Kosovo's European road, although much remains to be done on this road, Klan Kosova reports.
Before entering the EU, Serbia must seek recognition of Kosovo. If Serbia membership before our state, it should not be allowed to prevent Kosovo's EU membership.
