With the Law's entry into force for salaries President Hashim Thaci will be paid mostly from the state budget. He has been working and is expected to go to Government next month.
But what his salary will be, Public Administration Minister Mahir Jagcilar told the Online Economy that it must first be appointed to co-efficiency.
The highest wage must and will be the president's salary. There are many related issues according to the wage definition formula. First, the cofficiency must be determined, and then the value of the cofficient for all, and when all these issues are measured, then you can know”.
The highest wages will then be for employees in the Government Assembly. But it will also be determined by the experience and qualifications of employees.
“We are talking about the basic wage, even according to protocol and experiences, will continue with the Assembly, Government then independent agencies, public administration and areas where levels will be created according to labour demand, qualification and demand that the workplace has an obligation to realise and perform civic services”, he said.
Yagcilar explained that the purpose of the law is not to have reduced wages, while there may be increases if it is seen necessary. He guaranteed that the same salary report for the same job would be implemented by not risking the budget.
The purpose of the law is to at least save everyone's salary, it's not particularly a reduction in those important areas to create the possibility that if there's a need for a raise, we can do it, but we can't even afford to risk the budget. The same line-of-work principle will be realized.
This will be regulated by the law of public officials where access to these institutions and the functioning of officials, disciplinary measures, performance, career development and many other issues required under the work Law” will still be measured.
Jagcilar has also talked about public administration reform. According to him, reforms will include employing professional people in relevant areas will also increase the accountability of institutions.
The “Reforms are for civil service to be quality. People who are accepted into civil service are based on professionalism and merit and are realised through transparency. Then public administration organisation is more clear, accounting exists among institutions, if Government has accountability to the Assembly, citizens or people then even institutions should have the line of account”
