The decision to establish the military should not bypass the Serb vote is an international requirement.
Although acknowledging that transforming the Security Force (FSK) into Armed Forces (FAK) is the sovereign decision belonging to Kosovo institutions, they insist this should not be done without constitutional changes, Koha Ditore writes today.
Such stand has been given, however, that official Pristina wants the KSF to start the transition now and formally be transferred when the political environment that enables changes in the Constitution is created.
The government has now oriented efforts into a plan consisting of the successful advancement of KSF capacities, within a period of 10 years.
A legal package affecting the KSF organ has already been forwarded to the Office of the Prime Minister and, after passing procedures, is scheduled to address the Government Cabinet. Once approved by the Cabinet, it will be forwarded to the Assembly for a vote.
