Hot debate between Sejdiu's Haradinaj for New Kosovo thermal power plant

Construction of the Kosova e Re thermal power plant was the hot spot of parliamentary debate between Prime Minister Ramush Haradinaj and PSD deputy Dardan Sejdiu.

In the continuation of the session was held the intervention of Prime Minister Haradinaj, according to the Social Democrat Party Parliamentary Group's request, regarding the signing of the agreement for the “New Kosovo thermal power plant project.

PSD resident Dardan Sejdiu of the intervention, has said the offer for New Kosovo has brought the company “Contur Global” as the second part of a consortium that has applied.

According to him, the new thermal power plant is being built without an assessment of environmental impact or social impact analysis. He has added that the signed contract has 8 agreements, all in English that have not yet been translated, though the agreement was signed in December 2017.

He said the target cost of this thermal power plant is 1.3 billion euros, while the key with which this thermal power plant will be built is 70 per cent credit, 30 per cent of the equity. He said that this company is guaranteed the internal return of the equity of 18.5 percent.

Sejdiu warned that the construction cost will initially not be 1.3 billion euros, but much more. Similarly, construction of this thermal power plant will have negative implications of energy prices.

The government will have two options, the price difference, from about 35 euros for the MWs that we guarantee “Contour Global” and market price, or budget to the bill, because there's nowhere else. So either the bills would raise 60 percent or the government from the tax budget would pay... In addition, state support in the release of Contour Global from TVS, customs, the pardon of land for construction, coal supply agreement, water quality agreement, all of these are burdens and public risks. We signed such agreements. We guarantee the price of 80 euros on megawat hours, we guarantee coal for 20 years of a certain quality, we guarantee that we will open the mine and that's 300m euros, and that's all being translated at the end at a cost of over 4.5 billion euros for 450 megawatts of electricity”, Sejdiu said.

Prime Minister Ramush Haradinaj has reacted to Sejdiu, saying there are many incorrect and untrue things from the deputy's presentation of Kosovo Re.

With the right, there are many incorrect and false in your presentation. For example, I'm taking you to very simple elements. You're saying we provide you with water and coal, I'm asking you, do we forgive them, do we sell them as Kosovo? Every product in the market, what to buy, for example, this water needs parameters when it goes to market. We sell our product to someone in Kosovo, and we get money like Kosovo. We're selling coal, we're selling coal and water tanks. If this is a problem that should be guaranteed, then the water manufacturer, or anyone, too has given a commercial parameter. Others, you are saying to stop these and start with a measure of social design. Didn't you see that we failed this kind of social management organization until the end, to the well. Even where you are finding those capacities or professional people that we have built thermal power plant”, Haradinaj has said.
