The only bank in Kosovo, owned by a powerful politician, was indicted by a Kosovo state agency, but the court had not handled the subject at all. He had it signed.
The Economic Bank, in which most of the shares have been placed by Chief Diplomat Behgjet Pacolli, who simultaneously holds the post of deputy prime minister of the country, has had trouble misusing personal data.
Citizens' suspicions of misuse of personal data had been investigated by the State Agency for the Protection of Personal Data ( AbMPP.
The inspection of this agency was done two years ago. The result of the inspection was this: The economic bank had misused its clients' personal data.
Following these complaints, the Agency Council has undertaken inspections. According to a complaint against the Economic Bank and according to findings from the inspection, the agency has filed charges with the Foundation Court against this bank. The agency, until today, has not received a report from the court regarding this case”, was the AShMFP response to the Inseder.
This agency conducted the inspection and was forced to sue the Economic Bank because of the findings. But he failed. The winners came up with the Economic Bank, owned by politician Pacolli.
The Kosovo judiciary, which is constantly criticised by international reports of lack of political independence, has made the matter to the Economic Bank obsolete.

The indictment against the Economic Bank was held at the Constitutional Court in Pristina. The violations were classified as criminals. The indictment was filed in court on February 27, 2015. The Economic Bank was indicted for violating the Law's provisions for the Protection of Personal Data.
Insander requested information from the Pristina Foundation Court about what had happened to the case. Officials of this court initially declared they were unaware of what had happened to this subject.
After Insider's interest, ASMFFP received an announcement of what happened to this case.
“Agency has been informed late by the Constitutional Court in Pristina that anti-vadiative procedures have been suspended, since the absolute prescription for further development of the counter-invention procedure was caused. The argument for the presentation has been to spend more than two years on the request for countervasive procedure”, the Agency's additional responses to the Iseder said.
Although this bank is linked through shareholders with politicians in power, at the Constitutional Court in Pristina they cite another reason why they left the Bank of Economics subject old enough to be dismissed without even beginning the trial.
The “Landa has reached the time of the absolute prescription, only because the subject has failed to proceed because of its overload of materials at the Department for Counter-Crime of the Foundation Court in Pristina”, the Court's response is said.
In the question of whether politics influenced the subject, the Pristina Foundation Court has this answer.
The only “factor that has affected is the huge number of subjects and burdens of the judges' work, as judges are in charge of a large number of subjects”, the Court's response said.
SMS, ATM cameras, and other complaints about personal data violations
Insander also found out what were the most frequent complaints of citizens to this bank.
In 2016 the State Agency for Personal Data Protection had received complaints against the Economic Bank. Citizens had complained against this bank that it was doing direct marketing, as was sending SMS citizens who were not clients of this bank.
This was not the only complaint against the Economic Bank. Kosovars complained against Pacolli's bank even for a strong sensitive aspect.
According to the Agency, the complaint included “for the right of commercial banks to provide personal information and make transactions for any other person's personal bank accounts or institution in Kosovo or outside of it”.
But, the Agency has not clarified in detail which entities had offered personal data to “Economic Bank”.
Citizens had complained against “Economic Bank” even for cameras installed at the ATM of this bank.
They also complained about processing personal data without consenting to the subject of data.
So far, the Economic Bank has not commented on Insider about the fact that the Court allowed their subject to be described before the trial process began.
According to data on the official site of this bank, where its shareholders also figure out, the Economic Bank was licensed to Kosovo in 2001, while work started in early June that year. /Insider. com/
