The cause of poor planning and low implementation of centralised contracts, which the Central Procurement Agency had developed during 2015-2016, Kosovo's budget risks suffering losses of 2.6m euros.
Even though the AQP was founded to save state budget money through centralised purchase, according to the report of the National Audition Office, “Vlera for money in centralised procurement”, the risk is that suppliers will be paid without turning in goods, writes “Koha Ditore” today.
During the audit of 8 out of a total of 15 centralised contracts conducted by the AQP for a period of three years, it turns out that in 16-20 months they have only been realised about 15-20 percent. The report points out that in some cases the AQP prices were higher than the individual prices of public institutions.
According to ZKA, The AQP has substantial shortcomings in managing the centralised procurement process in particular with market research and monitoring of contract implementation.
