20 per cent of cars in Kosovo are ungurged

Uninsured cars and Kosovo's membership in the UN enable equipment with Green Carton.

So it was said at the Commission's meeting on Business and Finance with relevants on the Green Carton issue, where the need to find an alternative solution was highlighted so that the diaspora would not pay the police to enter Kosovo.

Central Bank Governor Fehmi Mehmeti, speaking of the criteria that have already been fulfilled towards Green Carton, announced that two internal issues remain to be resolved, or, has remained to be settled on the issue of uninsured vehicles.

As he added that the reason for rejecting Kosovo's membership in the Bureau Council has been not to membership the latter in the UN.

Now there's only one internal issue left that I consider that we have to fix which is about the unscrew vehicles. It's a very high percentage, now I make it conditional on getting into the Bureau Council with such a high number of them, or we have to supervise or we have to leave. It is allowed somewhere about 5 percent of vehicles to be uninsured, not today that if I am not mistaken, it has been about 25 percent later with a washing guide, which percentage has dropped to 20 percent. That's why we have to do this homework. It's very simple, we don't need to discover anything, to get the models that Croatia, Slovenia, Austria. It is only political will that is needed to resolve this matter”, Mehmeti said.

According to him, to resolve this issue, the software that has the Kosovar Insurance Bureau, where all police and vehicles provided are viewed, must be connected to MPB and police software, where instruction that stipulates the penalty to be paid in case of delayed vehicle registration would be changed.

He added that an informative campaign on the issue would be welcome, about 5-6 months, which, according to him, would not cost much and would also serve to solve the problem.

Fatmir Gashi, deputy minister of finance, has recorded as the next problem the circulation of three types of license plates in Kosovo as another problem, which has made Kosovo not yet have Green Carton. For that, he said Kosovo should sign the Vienna Treaty on road transport.

But that did not agree with Governor Fehmi Mehmeti, who said he does not see these as problematic issues, since according to him, the issue of license plates has been finalised, until he added that 10 types of plates are circulated in EU countries.

Even Blerim Pushcoli, chairman of the Bureau of Insurance, said the main problem lies with Kosovo's non-membership in the UN.

The “in all communications that have been made so far, in continuous efforts since 2012 so far, has always been mentioned as UN membership, because the constitution that has the bureaus definitely mentions UN membership. No other country is a member of the Council of Bureaus, which is not a UN member”, he said.

Meanwhile, the chairman of the Board and Finance Commission, Lumir Abdixhiku, said that within a very short period of time an alternative solution must be found to resolve the green card issue, until he added that 20 percent of unregistered cars is an alarming figure that must be reduced. He had a question for the Ministry of Internal Affairs.

“here in Kosovo whether there are 20 or 25 percent, what the exact number of them is and how long it would take to solve it. I have heard that Kosovo police have mostly unregistered vehicles. Is that true”, Obadiah asked.

But such a thing denied Deputy Minister of Internal Affairs Izmi Zeka, who said all measures have been taken to register all Kosovo Police cars because they are to enforce the law.

I'm just saying, 20 percent, that we have to eventually reduce that to 5 percent. It's not true with the police, it's not. We've taken all measures that at least the police are being them, because they even implement the law. We're watching the law on unregistered vehicles”, he said.

According to Zeka, this issue of unregistered car vehicles will end in two years.

While MP Naser Osmani blamed for delaying the Green Carton device left the lack of political will.

“We are aware that we pay huge prices, 250 euros paid for a month in Croatia, 180 euros paid for a week in Greece, and not to talk about those companies that pay huge sums for the absence of this card, and in other words we still don't have a relief company for these problems...
