Who's Shpend Maxim? The man who can't count, stole 25 kilos of gold, and exercised excessive violence

The man who wants to run Kosovo Intelligence has also spoken highly of the political spectrum. The opposition, in particular the Vetevendosje Movement, accused him of being Thaci's man, which he suspects even now.
