Before the ratification of these names was put to the vote, Education Minister Fatmir Bytyqi has argued that after the end of the publication deadline and public declaration for calling members of the State Council of Quality, 35 candidates have applied, and the Commission, which was formed on the basis of this Administrative Guide, had drafted the narrow list of 16 members.

Bytyqi said six members of the State Council of Quality have been named on the narrow list, based on the two main criteria of Administrative Guide, the KP broadcasts.
The Bytyqi for KSC members had proposed: Prof. Ass. Dr. Vjollca Krasniqi, Prof. Ass. Dr, Arta Jakupi, Dr. Sc. Spec. Rosafa Koliqi-Lila, Prof. Dr. Magdalena Ziolo, Prof.D. Gazmend Luboten, Prof.D. Herbert K. Amateu, Prof. Dr. Xhavit Rex, Prof.Msc. Jeffrey Boutel, Prof. Ass. Dr. Dukagjin Zeka.
The LDK has not participated in the vote, as MPs did not vote for the proposed names for the investigative commission to deport six Turkish citizens.
