The Ministry of Health answers Haziri: We're not guilty of leaving 60 hospital employees.

60 workers from the Family Medicine Centre “Nagip Rexhepi” in the municipality of Gjilan are out of work, as no contracts have been continued. In a response to Periscope, the Health Ministry has indicated that displaced workers were committed to providing health services under a trilateral agreement between them, the municipality of Gjilan and the Carita Organisation.

The arrangement for “home health care and ambulance” was scheduled to last from December 2016 to late December 2017.

The Ministry of Health during the past government mandate has signed several co-operation agreements with Caritas Kosova, MPMS and several municipalities for “home health care and ambulance”. So there have been three and four-way agreements for co-operation through co-party, depending on the municipalities. A tripartite agreement has also been with the Gjilan municipality for “home health care and ambulance” for December 2016 until the end of December 2017”, the Ministry's response reported.

In turn, they show how much the budget was shared by each of the participants in the deal.

Under that agreement, the MS has participated in its realisation of 70,000 euros, the Gjilan municipality of 186,000 euros, and Caritas Kosova with 24,000 euros. For providing services, with limited deadlines, medical staff are engaged under the agreement. This agreement, with limited deadlines, has been fulfilled. The government of the Republic of Kosovo, the Ministry of Finance, meanwhile, has issued MF No. 04/2017 on criteria, stendrades and the NGO public financing procedures. Respecting this rule, the MS has published its website this month for public call for financial support for NGO projects: Maintaining and advancing health through which all parties interested in the non-government sector can apply to various projects aimed at maintaining and advancing health, in which health professionals can benefit. Meanwhile, employing professional medical staff will be an ongoing process at all three health care levels, according to the needs and financial opportunities of the municipalities and the ministry”, the ministry's response concludes.

However, the mayor of the Gnjilan municipality, the Haziri War, who has blamed the Ministry for the matter.

He has denied that following these contracts is the work of the municipality, with which he leads.

But he has expressed readiness that these workers will continue the contracts even during the 1920s-2019.

The Ministry of Health has not signed continued contracts for 2018. We haven't been given a reason either, and we're waiting for reason and we're ready to sign and keep our contracts, 2018-2019, but we still have no negative or positive answers. So in addition to performing financial obligations, all engaged in the past three years have been released from work until the contract is signed, Haziri said of Periscope.

Asked whether the lack of municipal budget is a problem with the departure of these workers, Haziri has again given the responsibility to the Ministry of Health, saying he means money.

The Ministry of Health means budget, that means money. The municipality has the means, but the Ministry of Health is participating in this financing, Hashir has told Periscope.

He has also responded to a communique of the Democratic Party of Kosovo, the branch in Gjilan, which has expressed concern, saying the number of displaced workers is the result of mismanagement.

Haziri says the PDK should handle the files they have in the courts for organised crime, not municipal obligations.

They are very concerned, but let them deal with the files they have in the courts for better organised crime, rather than deal with performing duties in the municipality, Haziri is stressed.

But a very different version from Haziri's has been given by the director of health in Gjilan, Nexhat Hajrullahu.

He has said the main cause of the interruption of these contracts is the lack of municipal budget.

The reason to cut contracts is the lack of municipal budget and we've had a hard time securing a budget for the whole year. At the moment it has been cut down until the next deal because the new law has changed the form of the agreement and must be announced and companies and other associations can compete, he said.

He has even raised problems he says will face in providing services to citizens in certain categories.

There will be problems and problems because these health workers have provided services such as family visits and other services and as a project has been good but we have had budget constraints. Yes, the contract has been signed by three partners and seized 270 thousand euros, with much of the funding being owned by municipalities.
