He was wanted by the German authorities for heavy armed crime in co-ordination in 2015.
His lawyer, Gent Djind, says he has demanded that he immediately be extradited to Germany, but Kosovo's justice institutions have stalled the procedure, keeping him in custody in Kosovo more than two months.
Djindin says he has doubts that his client has been abused at the Prizren detention centre.
Ginny claims that as Dodaj's lawyer, he has received no documents that he will be extradited. As a result, he has no information about the time when this happened.
While the Justice Ministry has said that, along with the Prosecutor and the Court, all necessary actions in this case have been taken.
While there is a legal deadline, within which other institutions of the Republic of Kosovo, in co-operation with those of Germany, have taken the necessary actions to implement extradition.
