There is no new resolution of the Parliament that would define the principles and carriers of dialogue, topics, deadlines and the negotiating team. So the 2011 and 2012 Assembly Resolutions (March 10, 2011 and October 18, 2012) remain in force. These resolutions authorise Government to develop dialogue, as well as define the role overseer of the Kosovo Assembly”.
Any other format of dialogue conflicts with these resolutions and, therefore, any agreement that is reached is not acceptable. In that spirit, the president's evolution in the dialogue process conflicts with the country's top institution's decision”, Hoti has said, Kosovo conveys.
It seems that negotiations concerning the association of Serb majority municipalities will take place in Brussels. The preliminary agreement has defined the management group, which will work on the charter of this association, in co-operation with MAPL, the OSCE and the EU”.
According to Hoti, work on the Association statute should be held in Pristina, not Brussels.
“Even Prime Minister Mustafa had consistently had such requests, but since the agreement had been reached, he was determined to close this issue in Pristina. Handing the issue to Brussels poses danger to additional concessions”.
