KMLDNJ reacts to conditioning Pristina municipality for waste payments

Regarding citizens' dedication not to equipment of many documents including that of car registration property has reacted, Behxhet Shala, chairman of the Council for Protection of Rights and Freedoms KMDLNJ, writes the news.

Shala is considering that the Pristina municipality is applying a regulation that may have been rendered illegal, as according to him, conditioning citizens is an act against individual rights freedoms and illegal.

We have repeatedly reacted against this condition, because each condition is a criminal offense, except to extract the property tax document, unless it pays the tax. Otherwise, all other conditions are illegal. I know there's been reactions on MAPL. However, the municipalities have emerged above central institutions. This is a flagrant violation of human rights. The banking money, for those who don't pay, cannot be taken with conditioning, as it are relevant institutions that deal with the job, such as courts or accounts. So, conditioning for documentation is illegal and illegal”, Shala told news.

In the meantime, according to the Komuna announcement, it's arranged according to the Administratorial Management of 2016. Meanwhile, the waste tax bill will be distributed through incasants, to all customers who receive waste collection services, late in January 2018. The total sum of the bill contains the waste tax for 3 months, so customers will accept the bill every 3 months. The payment of waste collection services can be made within the city's borders, commercial banks, as well as other financial institutions.

Each home or home in the Pristina municipality is obliged to pay the total of 4.7 euros in waste tax, for a month, or for 3 months, total 14.1 euros.

Citizens have already expressed numerous reactions to the conditioning of three bills at once and not one as it used to be.

Otherwise, if the waste generator does not pay 3 successive installments, the municipality applies administrative measures prohibiting services that are offered by the directors as follows: Cadastrian Directorate; Urbanism Directorate Building and Environmental Protection (DUNMM); Public Services, Protection and Salvation Directorate (DSHPMSH); Procurement office; Finance Directorate (DF); Property Directorate (DP); Sector Director (DI).

On the other hand, old debts by December 31st 2017, which are thousands, will be listed by the Regimental Company “Cleaning”, which also made waste collection from containers. Unlike the municipality that will apply conditioning with bills, this company has decided debtors who will not pay old debts will go to the owner.
