For residents of Shkodra villages, life becomes harder as each year when floods start. There's water, there's electricity and there's a need for military intervention to get them out of their homes.
But while life in this area is four percent different from rainfall, the situation seems different in Ulcinj.
A photo coming from the village of Vulcinj from France shows that Albanians there are not in panic. Rather, they have been quietly waiting for rains and floods. So quietly they haven't broken the old morning coffee habit. /panpsy/
