Dubrava prisoners complained, lack adequate medical treatment

Lack of food, medicine, medical service and inadequate treatment are facing prisoners in the Dubrava prison. Through a letter sent to Kosova Preress, 24 prisoners have shown what they face in their daily lives while serving the sentence. They have made it known that the basics of food are missing in this prison, where they said there is a shortage of drugs. And they say that they are treated as slaves of modern times.

We're asking to deal more seriously with these people who also suffer from basic diseases and rights. Minister Abelard Tahiri must be urgently involved in managing this institution. Food is also lacking in this prison, and the institution lacks the simplest of cabbage food, potato, tomato, cucumbers. Medical drugs --” are also missing, says the letter.

Prisoners in Dubrava prison have invited government and nongovernmental organisations to take this centre seriously. While, an invitation has been extended to State Chief Prosecutor Alexander Lumezi and Justice Minister Abelard Tahiri.

“The chief prosecutor takes full investigation into where these tenders go, investigate this money for each prisoner and who is robbing this money. Your honor, Minister, we'll call you immediately to take care of this service, because this service is under your umbrella. Your Honor, we ask you to take this center seriously and not listen to the people who manage this institution. To form a commission, by the prosecutor and urgently handle this center and find the extortioners of this institution and respond to justice”, is said to be further on paper.

They have also said that people in this center die without medical treatment and that there is no account for an animal.

In these republics there's been a lot of amnesty, they've been granted amnesty, they've been given the right to life. These war - torn republics have even given 2-3 times general amnisis, while the country, my mother, Albanian, has had cases within a year of an amnesty and forgiveness. Macedonia's last case granted amnesty on January 26th 30 per cent of 2018. We prisoners who have remained in God's mercy really feel like living in the Middle Ages!

In the institutions of the Republic of Kosovo, their privileges are unfortunately bought with money, privileges belong, not by law, but at the end of the sentence or the strong.

Disobedience, failure to comply can easily lead us to the passing of the situation. Let's hope through this letter we don't get into deaf ears”.

Days earlier, the Council for Protection of Human Rights and Freedoms (KMDLNJ) has released the report on the Monitoring of Banning Centres, detention centres and correctional Centres, where the politicisation of the Kosovo Correcting Service is highlighted.

The same report has said that even though the USKK may be counted as the most successful correctional centre in the region, it continues to face political interference, as those deprived of freedom in Kosovo face nepotism and double standards in the application of advanced but even privileges. And it has been said that the general problem in 2018 remains the lack of the Law for Amnesty and a general prison hospital that will also contribute to the University Clinical Centre of Kosovo.

The total number of those deprived of freedom during 2017 in Kosovo was 2730. Of them 192 are minorities; Serbs 100, Ashkali 7, Roma 33, Bosniak 18 and Turkish 8, while others have not been declared. There are 50 foreign citizens in Kosovo's prisons. Women deprived of freedom are 66 juvenile courses 60. The age of those deprived of freedom is between 15 and 74. While the Monitoring Report for 2017 released as a positive phenomenon the fact that there was no overcrowding of the Correcting Centers. Another positive factor in this report also appears to be increasing the number of parole.

While the report shows that the Centre in Smreconica can be a model for others, the one in northern Mitrovica is in regular condition, while the Prizren Correcting Centre is known as the most problematic centre.

Otherwise, the SHKK budget for 2017 was 16 million and 660 thousand and 598 euros.
