Ymer has said that with this agreement things remain vague and required MPs to vote on a final form agreement they do not know about.
According to him, renegotiating the agreement for demarcation is also a step of good news. But the schedule of decision-making is both dangerous and harmful and absurd.
This is Visar Ymer's full status:
The order of things is important. If we had reviewed the demarcation agreement before ratification, MPs would have understood what they were voting for. And they would be determined for if not the final outcome of the revision negotiations, contained in a new agreement.
Thus, as reportedly a review agreement has been reached, things remain vague. That makes the vote for ratification in the Parliament, Blanko vote. Still, MPs are required to vote for a final form agreement they do not know about.
Renegotiation of the demarcation agreement is also a step of good news. But the schedule of decision-making is both dangerous and harmful and absurd.
Absurd because an open agreement cannot be voted, the opening is due to revision.
Harming because it maintains an institutional and non-democratic practice of voting without necessary information, which opens up opportunities for fraud.
Dangerous because that is how MPs can decide to forgive that part of Montenegro, without even knowing that they are doing so, and thinking that they are voting a border agreement that protects the territorial integrity of the Republic of Kosovo.
On June 25, 2015 The Assembly had voted a resolution in which they were wanted, among other things:
- The countries and responsible commissions are handed over in writing -- file, maps and analysis regarding Kosovo's demarcation of the border with Montenegro.
- The government will report to the Assembly prior to the adoption of Kosovo's cross-border elaborate, Montenegro.
The Bulliqi Commission has found that the previous state commission had exceeded the competencies it was mandated for. The current government had to establish this institutionally before any other transaction for demarcation. Also, in their report, the current state commission raises doubts about counterfeiting documents and maps in the process of negotiating the border line demarcation. These are serious remarks and concerns that cannot be overcome so easily. Criminal responsibility, political and institutional responsibility does not wear out and exceed.
