NATO Deputy Assistant Secretary General for Political Affairs and Security Policy James Appathurai, in an interview given by European Western Balkan, has talked about recent developments in Kosovo.
He has rejected the establishment of the Kosovo Army, calling it a step back to join NATO, Klan Kosova reports.
My personal decision is that the only way for Kosovo to join NATO is the successful solution to the Belgrade-Pristina dialogue. NATO, of course, is not leading this dialogue, so Kosovo's recognition in the entire UN system and throughout the NATO system. Without recognition of Kosovo and all the allied states cannot join. This is a very simple and direct point that anyone can understand”.
Appathharai has also spoken of NATO's deployment of the Kosovo Army, which he called an early decision.
“NATO has been very clear about its and NATO concerns. One of the key words he used was “early”. We are concerned that this transformation will not lead to greater stability, but this was not the right time to take this step. Various allies have expressed their views, but this is the view of NATO leaders”.
“KFOR has the role it was assigned by UN Security Council Resolution 1244 to contribute and ensure a secure environment throughout Kosovo. It will continue to carry out its task because it is the role mandated by the UN Security Council. NATO also has an advisory role and has helped Kosovo Security Forces develop”.
He also spoke of further steps to take NATO towards Kosovo.
“The Secretary General has been very clear from the start, when the first idea came, that this role would have to be revised if Pristina took the right steps. I think soon NATO will start discussing whether it will continue to provide support or not to Kosovo”.
But he said that the media should not speculate about KFOR's role because its role in Kosovo is necessary, and that is what Kosovars and Serbs want.
“NATO is not discussing any change in KFOR's mandate, and I think this is the basis on which we can move forward”.
