The Vetevendosje movement has held today the media conference in which the Serbian Secretariat of the Activist Woman's Secretariat in LV, Nazlie Bala and MP Sami Kurteshi, in which they called for institutional action for victims of domestic violence.
According to LVV representatives, this conference comes after visits that the Women's Secretariat has made to shelters in Kosovo cities. They say that all the aid the state should provide to the victims is left in the hands of shelters, and at the same time these do not support or rely on little financially.
The amount the state spends per day on victims is between 1.7 euros and 7.6 euros at a maximum. Such treatment is like a form of punishment rather than a care report. At times, shelters are forced to accept more victims than have the capacity of”, Nazlie Bala said.
Bala took the example of Gjakova, where the shelter has a capacity of 16 beds.
On the day we visited the shelter there were 22 victims, there were women and children. This shelter remains more than financially bad”, she said.
Bala gave the figures for each shelter how much the state spends on a victim:
The shelter in Gjakova 1.75 euros
The shelter at Gnjilan 2.55 euros
Preservation in Prizren 3.83 euros
Mitrovica Shelter 776
The shelter at Ferizaj 639 euros.
These numbers say the state is not on the side of the weak. Even the aggressor who receives more attention from the State. Several more, the state spends on prisoners. This shows that the status of the victim is insignificant in our society. Such a situation results from not funding, but only subvention through projects. The amount being allocated for housing per year is 20,000 euros. Of that amount, 30 percent share staff wages. The housing workers' salary ranges from 120 euros to 170 maximum,”, she said.
MP Sami Kurteshi said the most brutal form of expression of patriarchal mentality and power of corrupt men is violence against women.
“After that is the high number of those seeking refuge and protection”, he said.
He added that it should be worked on preventing violence, but at the same time offering state-level care to victims.
Despite formal figures, violence is much greater than reporting. So even the state reaction should be greater”, he said further.
Kurteshi said this is due to the abuse of men's power.
“Country-level housing, in addition to the certificate of services they offer, should be institutionalised and formalised so that a special budget item of” should be made to their state budget, Kurteshi concluded.
