Kosovo gets support for Army, Croatia, Montenegro

The various countries have different positions on this subject.
Some are totally against the formation, while most are pros but distinguishing from how they expect it to be formed.
A large part of the friendly states demand that Kosovo do this with constitutional changes, where this is difficult as 2/3 of the Serbian votes are required.
However, in a document published by the Express, it is taught that Croatia and Montenegro are of the states that unconditionally support the military, not urging constitutional changes.
“The countries of the region in principle are pro-construction of the military. Montenegro and Croatia are in this much clearer direction for the military. Representatives of these two states have not mentioned at all respect for the constitution, they have simply said Kosovo has the right to have its own army. The process of army creation is Slovenia, but the latter mentions respecting constitution”.
