It has already been two years since Kosovo political leaders talk about transforming the Kosovo Security Force into the “Kosovo Armed Forces”, respectively, transformation into military. His name had been proposed in his bill, which handed over on March 7, 2017, State President Hashim Thaci. On that day, Thaci had handed the bill to Kosovo's former party colleague, Chief Parliamentary Kadri Veselin, the project for “The Armed Forces of Kosovo”. Thaci had asked the Kosovo Assembly to give a new mission and mandate to the Kosovo Security Force, including the defence component.
However, this bill was particularly criticised for its content and the need international allies had established for establishing the military through constitutional changes.
On Friday, on December 14th of this year, three bills aimed at changing the Kosovo Security Force mission (FSK) from a security force to defence force will be voted in Kosovo. But none of the three laws that have been proposed by the government currently headed by Ramush Haradinaj contain the name of Kosovo's “Armed Forces “, reports Persycope.
The Kosovo Security Force Bill, the Kosovo Bill for the Service for the Kosovo Security Force and the Defence Ministry Bill are three bills that the Kosovo Government approved for the KSF, which are expected to vote and as it is used to pass without parliamentary debate Friday in the Assembly.
Periscop sources have already indicated that KSF's name will not undergo changes.
This is due to the fact that to change the name of the KSF requires constitutional changes that require the vote of Serbs in the Assembly, while it is known that Serb representatives in Parliament, conducted by Belgrade, are against the founding of the Kosovo Army.
“The constitution determines the name, so there can be no changes in this direction”, the Periscope source said.
Article 126 of the Constitution only recognises the Kosovo Security Force.
Kosovo's “Security Force is a national security force for the Republic of Kosovo, and I can send its members abroad in full accordance with its international responsibilities. Kosovo Security Force protects citizens, communities of the Republic Kosovo on the basis of legally defined competencies. President of the Republic Kosovo is Commander General of Force Security. Kosovo, which always submits itself to the control of democraticly elected civil authorities. Kosovo Security Force is professional, reflects ethnic diversity of people Republic of Kosovo, citizens of Republic recruited Kosovo. Commander of Force Security. Kosovo nominated President of Republic Kosovo, based on government recommendation. Internal Organising of the Force Security. Kosovo is regulated by law”, this article says.
According to Periscop sources, a name-related discussion has even been held within the LDK, however, it has finally been decided that the proposed bills will be voted without debate in the Assembly.
Avdullah Hoti, contacted by Periscope, has not responded to this.
Tomorrow you have, media conference, here we speak”, he said briefly over the phone.
Even sources within the KSF have confirmed that only the mission's change is expected, but not the name. The name change will only suffer the Ministry for the KSF, which after passing laws will be called the Ministry of Defence.
The PDK is not the only one promoting FAK's establishment. Prime Minister Ramush Haradinaj, during the AAK's VII Assembly, also promised the FAK's quick conclusion “.
The new changes will mainly include the internal organisation of the KSF, will regulate the issue of heavy military weapons supply, which currently with laws in force, and regulate the issue of KSF participation in military missions.
However, it should be stressed that UN Resolution 1244 stresses that the only military force in Kosovo is NATO. Secretary NATO, Jens Stoltenberg, had warned Kosovo leaders that it is the early “to establish the Army and has hinted there is no support from NATO.
So far, along with the Government's decision to establish the military, only Americans have come out publicly this week provided the KSF with new self-blinks, full of 24 humvees.
The vote on the establishment of the army will be held Friday morning. It has been warned that there will also be a state holiday following the adoption of the bills.
