Why did the EU reward Serbia more than Kosovo during 2018, according to Bekim Jashar

Sqaheraj Mayor Bekim Jashari, in an authorial writing published in the festive New Age issue, titled “Kosovo prior to major decisions”, writes about the final agreement between Kosovo and Serbia, saying ão Kosovo should be careful at this point. I dare not think that the president of the country, or even the carriers of high state institutions, would make an unforgivable mistake when the final agreement is in question between the two states.
