Children from Syria and Iraq return to Han Elez, but municipality does not budget address them

A study by the newspaper Life in Kosovo shows that there are a total of 10 people in Elez's Khan municipality who have been tried in connection with acts of terrorism and unity in foreign wars.

The municipality has no trained social workers, while in all municipal schools it's just a psychologist paid with temporary contract on the job.

We don't have any psychologists. But I know some positions have been divided for next year”, says the mayor of Rufki Suma municipality. As head of the small municipality from which ISIS managed to recruit members, Suma is concerned about lack of funds to deal with the problem.

We don't have a chance because we don't have a budget code to help these people, we have a budget code for investment together when we have an organization that wants to help open new businesses we as a municipality participate. However, even these projects never only take the radicalised persons for aim, but there are general projects”, Suma says of the “Life in Kosovo”. It shows that the material state of the restored persons is not good.

“The situation of most of those who have been involved in foreign wars is not very good, most people have a poor situation or they don't have businesses, most of them are looking for support, and most of them are sorry for the actions they have done and they don't accept the accusations they are like terrorists, because some of them have gone to Syria and they've come back and realized that there's been wars for different purposes, they haven't been like they thought they were, but still we haven't been able to help them, say, Suma.

Evidence that families are without support also shows A.B. a citizen of Hani Elez who was sentenced to prison because he had been part of the conflict in Syria.

“The state is not interested in our family”, says A.B. It shows that they have not had treatment by psychologists and policy experts while living under the stigma that have been declared terrorists in the environment they are living in.

Climate creation where returnees are not accepted by the circle and treated as terrorists has also been recorded by the head of the municipality.

Whatever I haven't been reconciled to different organizations is the extreme or terrorist term because such a term is used for a person who committed a crime or terror, not for people who went and went back and didn't know if he got a rifle or not. So instead of becoming a resocialization for such people, we're creating layers that automatically separate from other”, Suma says.

Resurrected ones have problems in this regard.

Another return to foreign wars, whose initials are A.B., also shows the difficulties he faces in working.

The municipality also has problems dealing with the children of murdered persons or children recovered from war zones.

Elez Bush, director of the Han social work center of Elez, says it was a challenge for them to deal with three children returning from war zones.

“Initially, these children from the airport when they returned received the Centre for Social Care in Pristina, then we have been notified by official paperwork from downtown Pristina that the three children are located in SOS Village. And then we started our procedures on establishing custody, when for three weeks child custody by not having a worker, I wanted to be the guardian of three children”, says the director of the QPS in Han, Elez.

Thus, the lack of caregivers in such places has led to the director of QPS, be entrusted with the custody of three children returned from foreign wars. Returned children, according to director Bush, have been treated both medically and psychologically.

We've had frequent visits from those kids, it's been a very good care, thanking the SOS Village. There have been medical, psychological treatments, all of them, then when conditions have been made, we have found it reasonable for children to take refuge in their relatives. Their grandmother has expressed a desire to look after them. We constantly watch their condition. These children are growing up and having a good well-being”, says director Bush.

The concern over the lack of workers at the Center for Social Work that deals with terrorism and extremism has also been expressed by Social Work Director Medina Imishi.

In an interview for Gazeta “jeta in Kosovo”, Imish shows that despite lack, the will to work on such cases is not missing.

The QPS actually has a small number of workers and we have few staff to deal with cases of extremism. But still with so few employees we've been working on that even for categories not to be overlooked and worked with them”, says Imish, adding that the demand for treatment has been few but that have been managed by safe.

The director of Social Affairs in Elez's Khan Town spoke of Gaza JNK also in the case of three children who, along with their father, had returned to Kosovo earlier this year.

The director of Social Affairs shows that QPS in Han, Elez has a psychologist who manages cases of children and through it is trying to socialize in schools and societies.

“Psicologist and case manager and QPS worker are constantly dealing with these children. We're trying, but children are reluctant to stay in school, but the psychologist is holding continuous sessions with them, says Immy, among other things.
But it is not only the issue of Syria's returnees to Kosovo -- what plagues three children from Elez's Khan.

The same director, Imish, has problems speaking in Albanian because all three children have once lived in Germany.

The “currently don't go to school, since children have once lived in Germany and have problems with Albanian”, the director said.
The lack of workers ' training in cases of extremism is another concern that concerns the fair director.

She said it would have been good if the QPS workers were to pursue extreme training.
