The effort of majority deputies, who along with the Shpend Ahmeti PSD, have launched an effort to establish a State Delegation, aims at Hashim Thaci's “stretching” from negotiations with Serbia.
In Article 4 of the Bill on Duties, responsibilities and competencies of the State Delegation in the dialogue process with Serbia, a copy of which Kohavision has provided is regulated by procedures for the establishment of the State Delegation.
The state delegation for dialogue with the Republic of Serbia will be mandated by the Parliament of the Republic of Kosovo”, said at the point 1 of this article. “State Delegation will be the only entity/organ authorised to run Dialogue”, said at this article's next and only point.
The president is mentioned only once in the entire bill, and the one in Article 11, which speaks of the State Delegation Compass.
The first point of this article says co-directors are representatives of the State Delegation, in this case one of the positions of one of the opposition. It says that “State delegation will retain the exclusive right to communication and public interpretation of proceedings, content and achievements in the Dialogue Process”.
3. State Delegation:
Runs the process of dialogue with Serbia;
It represents the Republic of Kosovo in Dialog;
Appropriates the overall negotiation strategy and those on each topic;
Co-operates the dialogue agenda according to the state platform and according to agreement with facilitators/intermediators of dialogue;
Co-operates with other institutional leaders (president, Prime Minister, Speaker of the Parliament, Minister, etc.) when these should be held;
Report to the House Monitoring Commission after ccdo meeting with the Serbian side, and/or with facilitators/intermediators;
It benefits Kosovo's initial positions on each topic of dialogue.
