Paul Makonda, regional commissioner for Dar es Salaam, said the monitoring team would use social media to track couples of the same sex in his circle.
He also encouraged people to deliver the names of anyone suspected of being homosexual so that the authorities could examine him.
Homosexuality is still a crime in Tanzania, and homophobic rhetoric has increased since President John Maguful's election in 2015.
The Maconda, who is a close ally of Maguful, said: “I've received reports that there are so many homosexuals in our town and these gays advertise and sell their services online.
So, I appeal to the citizens of Dar es Salaam, that if you know homosexuals... let me know, give me their names “.
The gay surveillance team will consist of 17 people, including state officials, police and people involved in the media, he said.
Maconda vowed that the arrests would begin Monday next week.
He added that homosexual conduct rages over the moral values of Tanzania and our two Christian and Muslim religions.
