He has said that dialogue has succeeded, but blames Brussels for failing to insist on implementing agreements reached by both sides, broadcast Indexline.
Cooper has expressed uncertainty whether the Serbian Communist Community will be included in reaching the agreement on normalisation of relations.
But, I don't think that the idea of association is bad, Serbs are minority in Kosovo, and perhaps they would feel comfortable”, Cooper added.
He does not think the EU has changed its position when it comes to exchange of territories, but that Brussels is still considering a number of unresolved options./
