The fire is thought to have begun in the emergency room at Seyong Hospital in the southeastern city of Miryang.
About 200 patients were inside the building at the time, Kosovo priss broadcasts.
The death toll is expected with several injured persons reportedly in critical condition.
Firefighters say the victims seem to have died of smoke inhalation. Three of the medical staff, one doctor, nurse and nurses, are among the victims.
Miryang is about 270km southeast of the capital, Seoul.
