The memorandum that would define the border is pending the signing of the North Mitrovica Mayor Goran Rakic, writes today Koha Ditore.
But, according to the Ministry of Environment and Space Planning, he is reluctant to do so.
The failure to define these borders has left these two municipalities without development plans, without land maps and regulatory plans. In their absence, North Mitrovica also acquitted itself of disrespecting the Law for construction permits.
