He was 47 years old when the bullet damaged his fourth spinal cord ring. He's been stable ever since.
Uka lives near the town of Vushtrri in the village of Bisk, his wife, and the four children he is already dependent on, since he was out of work by then.
“Axident occurred on July 17th 2005”, he says. I haven't been able to hire myself since the accident.
Aslan Uka says that the person who injured him has not been deprived of freedom but has paid a small sum of money and lived free.
I have a message, in Kosovo, to have as many parties, weddings, joys, but to celebrate with heart and not with weapons. I'm not the only one who had a gun at the wedding. There are many. So there's a risk that in this situation I'm stuck with other people, Uka says further.
Kosovo institutions have no precise figures for the number of illegal weapons, which may be in the hands of citizens.
Daut Hoxha, an information official at the Kosovo Police, says that according to official information they have from police stations all over Kosovo, for the months of June, July and August 2017, when even the flow of parties is huge, there have been 35 interventions at weddings where there are shootings, until injuries have taken 12 people.
Some 40 weapons of various types and more than 70 pieces of various ammunition” have been confiscated, he says. During these interventions, police have arrested 30 people. Police procedures have been developed against them under applied laws in the country”.
Hoxha adds that considering that illegal possession or possession of weapons constitutes one of the potential risks of increasing uncertainty for the country's citizens, Kosovo Police on average annually confiscated between 1,200 and 1500 illegal weapons of various kinds.
