The prime minister has been justified by saying that most of the cases occurred on unauthorized beaches and not due to the absence of coast guards. According to Rama, the picture will be different next year, as the government has a plan.
I guess most of the cases have happened on unauthorized beaches. Someone goes far and has a heart attack, that's what he does. It wasn't due to the shortage of coast guards.
