Kosovo Government Agriculture Minister Nenad Ricalo is being accused of torturing Pristina citizens during wartime.
Residents of a building in the Dardania Kurre have confessed to KTV torture that says Ricardo did, and the fact that he was always there in uniform and armed.
Although nearly two decades have passed, Fejrije Beqiri can remember the face of Nenad Rikallos, appointed Agriculture Minister in Ramush Haradinaj's government.
The Beqiri family lives on the 7th floor of this building in the Dardania Curry for decades now. On the same floor, 45th, Nenad Ricalo lived.
All that Miss Beqiri can remember from Rikalo, then young, is torture and torture against Albanian residents.
Her son, Festus, has fresh experiences for two scenes of Ricardo's torture, one including leading the weapon against his deceased father.
On each floor of this building, there are residents who remember the horror experienced by the entire Ricalo family.
Those who agree to talk remember seeing the new minister, always in uniform.
Residents here have been shocked to see Ricardo placed among the ministers of the new government and demand his immediate departure.
Ricardo is part of the Serbian List and has until recently served as a member of the Central Election Commission.
He has not responded to calls for comment on the charges.
