These political efforts have brought the first verbal support to Haradinaj for forming the government by the rival tax, the Democratic League of Kosovo, by Teuta Rugova, the daughter of the late President Ibrahim Rugova, who was and founder of the LDK, respectively.
However, Teuta Rugova has not said he will vote on Haradinaj, but has called on the LDK to act as President Rugova would, respectively, not block the government's formation process.

By Coalition PAN, deputy leader of the Democratic Party of Kosovo Enver Hoxhaj, had warned that agreements are being targeted with some MPs and not with political parties outside the PAN coalition.
Therefore, Haradinaj's claims to secure over 61 votes for forming the government have not only to deal with Teuta Rugova, but also other MPs.
Meanwhile, political analysts label the behaviour of MPs as unnatural if they act against party politics.
Analyst Imer Mushkolaj told Radio Free Europe that such actions should be called people's smuggling.
It may sound rude, but there is no other appropriate expression. At least that's what I think, given that even if these deputies are not smuggled into the other political subject or the other political camp”, Mushkolaj said. According to him, if MPs were to make decisions outside the advertising positions of their subjects, then this could also be interpreted as misusing the will of voters.
Passing from one political subject to another at this time, according to analyst Mushkolajt, can also negatively affect government composition.
I believe that even those MPs who might have decided to join The PAN or do they think they can do it, they should think it through because it's a huge responsibility”, Mushkolaj said.
Meanwhile, Petrit Zogaj, analyst and executive director of the organisation “speaks”, said the political system in Kosovo, but also the election results, are imposing a political regime on some parties and MPs to get votes that would enable government creation.
“Even MPs have the opportunity to individually agree to a programme that they would vote on in the Kosovo Assembly. In this case, (case with Teuta Rugova) I do not see such a thing”, Zogaj said.
For the analyst, Zogaj agreement between two or more political subjects can be considered normal if there is agreement on a governing programme, while individual and unpublished agreements leave bad taste.
Based on election results, initial initiative for forming government belongs to coalition PAN, consisting of the Democratic Party of Kosovo, the Alliance for the Future of Kosovo and the Initiative. The candidate this coalition for the prime minister's post is AAK leader Ramush Haradinaj.
Compared to votes by Albanian majority parties, Haradinaj has yet to talk to minority communities, which are also a constitutional category and must be part of the Government of Kosovo.
