Representatives of the Coalition P AN [ The PDK, AAK and Initiative say that on Thursday new MPs will vote for the election and chairman of this institution. Muharrem Nitaj, a member of the Headship and AAK spokesman, told Radio Free Europe that in addition to the constitution, the new Government of Kosovo could be voted in the same day.
The Kosovo Parliament's “Deputes will vote as speaker of the Parliament, and possibly real, for the same day to be put out for vote, even Mr. Haradinaj's government. The preparations, up to these approaches, have gone according to the agenda and the previous framework. I believe there will be no trouble in holding the meeting that also marks the creation of the new Kosovo legislature”, Nitaj said.
As it has become known, so far by the coalition PAN, expected Kadri Veselin, chairman of the Democratic Party of Kosovo, will be the candidate for the post of Kosovo Assembly Speaker.
Blerand Stavileci, member of the PDK leadership, and currently acting minister of economic development, told Radio Free Europe that it is already known the coalition PAN will form new institutions.
He also underlines that necessary actions have been made to have enough votes for institution creation.
“We consider that this is already done and we do not expect anything different. So, we expect from August 3rd onward to initiate a new era with the new institutions of the Republic of Kosovo”, Stavileci said.
Nitaj says the outcome of the June 11th parliamentary elections has issued the PAN coalition with the largest number of mandates, and according to Kosovo Constitution and laws, the coalition PAN, he adds, is entitled to propose and elect the chairman of the Parliament and prime minister.

At the August 3rd session, verification of MPs' mandates is expected to be made, the oath taken and the chairman and vice-presidents elected.
Valmir Ismaili, analyst from the nongovernmental organisation “Democracy Plus”, considers there can be no major problems in choosing the new chairman of the Kosovo Assembly, if rules and laws are respected. However, according to him, the problem may be in the creation of the new Kosovo government, as a result of insufficient number of votes by the PAN coalition.
I see the biggest problem in government creation, because, until now, except for what's been said is that PAN has numbers, there's actually nothing concrete and all of the atrofusar (deputations claimed to vote on the new government) have denied such a thing”.
However, I expect that everything would have to go according to procedure and the first opportunity for the formation of the Government to be given the PAN, while the second opportunity should be given to the LAA coalition or the VV. If that doesn't work out according to these procedures, we may have problems or blockades as we have in 2014”, says Ishmael.
Coalition PAN, as the winning coalition of the June 11th parliamentary elections, is expected to face two gybets about creating numbers.
First, at the constitutional session, he seeks to find the support of MPs for the election of the Parliament Speaker, who, according to all election mathematics, is entitled to be proposed by the coalition.
